Hotori is the main heroine of the Soredemo Machi wa Mawatteiru. She is in a first year at Otani High School who loves mysteries and detective novels. She lives in the Maruko Shopping District with her father, mother, younger brother and sister, and pet dog Josephine. She currently works as a maid at the Maid Café Seaside.

She is both optimistic and outgoing. Though sometimes she is a bit clumsy at times which causes various troubles around her. Because of this, she is constantly at war with the police officer, Matsuda.

The Faceless Father of Hotori. Recently, He is troubled by the hair loss, so he frequently uses hair tonic.
Yukimi Arashiyama[]
The faceless mother of Hotori. She is a typical house wife.
Takeru Arashiyama[]
Younger brother and the eldest son of Arashiyama family. He is considered smart for his age which is opposite to Hotori.
Yukiko Arashiyama[]
Yougest sister to Hotori. Oddly for a girl, she is more interested in a hero show and video games.
Josephine[]
Pet dog(?) of Arashiyama who resembles a racoon. He always adds, "Poko" at the end of sentences.

Close friend of Hotori. After learning that Sanada, whom she has a crush on, visits the Seaside often she decided to work as a maid.
Hiroyuki Sanada[]
A childhood friend who lives in the same shopping district and the son of the fish dealer. Unknown to Hotori, he has a huge crush on her.
Futaba Kon[]
Met During an errand from Uki. At first Hotori belived Kon was a boy aged 12-13, but it is later revealed Kon was actually a girl and a year older.
Acquaintance at the Shopping District[]
Shizuka Kameidō[]
She is currently running the antique shop in the shopping district. She is the one who gave Hotori the idea of becoming a detective.
Uki Isohata[]
Ever since Hotori's childhood, Uki has looked after her when her parents were busy at work. She would invite Hotori to her cafe, offering a curry whenever Hotori felt sad or depressed.
